Treasury official details tender procedures at GCM

A Treasury official appeared yesterday before the second General Court Martial against Sarath Fonseka to explain tender procedures.

Though not listed as a witness initially, Director Procurement of the Treasury, T. Wimalasiri detailed the procedures involved in procurements explaining that tender guidelines had to be followed.

Defence Counsel Rienzie Arsecularatna argued that the official’s explanation was not a by-law or a regulation, but only guidelines.

So far three prosecution witnesses have given evidence and the Prosecution is due to call one more witness when sittings resume tomorrow.
